Heritage statements

Heritage Statements may be required to validate planning applications. We will work with you on your scheme to increase your chances of getting permission.

NATIONAL PLANNING POLICY FRAMEWORK & HERITAGE IMPACT ASSESSMENTS 

Heritage Statements and Impact Assessments which assess the impact of planning proposals on the historic environment should accompany planning applications whenever Listed Buildings, Conservation Areas, Registered Parks and Gardens and Scheduled Ancient Monuments are at risk, either directly or in terms of their setting. This work often throws up complex issues that require specialist appraisal. We have the technical and advocacy skills necessary to help you achieve your plans.

The National Planning Policy Framework (NPPF) (rev. 2018) specifies ‘in determining applications, local planning authorities should require an applicant to describe the significance of any heritage assets affected, including any contribution made by their setting’ (NPPF para. 189). 

Heritage assets are ‘irreplaceable resource, and should be conserved in a manner appropriate to their significance’,  this therefore requires them to be understood fully in their heritage context (NPPF para. 184).  therefore it is required a client should produce a  heritage statement for any works that will impact on any heritage assets. this includes listed building, registered park and garden, conservation area or locally listed building. 

A heritage statement should include:

Description - Sufficient detail to understand the significance of a heritage asset and its historic environment

Assessment -  An assessment of the significance of any heritage asset affected including contribution made by their setting at a level of detail proportionate to their importance

Mitigation -  A statement of justification for the works envisaged with details of the mitigation measures proposed
